The Treasurer’s Office is responsible for issuing tax bills and water/sewer bills as well as other invoicing and areas of finance.

The City has an independent audit of the financial statements completed annually. Audit Reports are available by clicking the hyperlink or can be viewed at City Hall in paper format.

Property Taxes
Summer taxes: Mailed out the first week of July and due September 14th.
Winter taxes: Mailed out the first week of December and due February 14th.
Credit card payments are accepted in our office and online. Payment by phone is NOT permitted. If you wish to pay by credit/debit card you may go to the online payment center. A 3% processing fee is charged for all credit card payments. If you have questions regarding your property tax bills or payments contact us at 231-755-3721 ext. 1953.
After March 1st, all real property taxes become delinquent and must be paid to the County Treasurer, located at 173 E. Apple Ave.
If you have questions about your tax assessment or applying for a poverty exemption, contact the Muskegon County Assessors office located at The City of Norton Shores at (231)799-6806.

Save your stamps and checks! We now have the ability to directly debit your checking or savings account on the tax bill due date. Please fill out the form below if you wish to enroll in our ACH (electronic payment) program.

If you are moving into or out of the City please call and request a final meter read and update your contact information. Unpaid utility bills may become a lien against the property and placed on the tax roll. For questions, contact the front desk of City Hall at (231) 755-3721.
Current water rate: $4.94 per 1,000 gallons (as of 6-1-24)
Current sewer rate: $5.07 per 1,000 gallons
Bills are sent quarterly – December, March, June, September. Past due accounts are subject to a 10% late fee. Accounts scheduled for Shut-off will be assessed a $75 fee.
Opt-in to Paperless Billing! E-Billing customers will receive a $1.00 billing credit each quarter. Autopay is also available, autopay customers will receive a $1.00 billing credit each quarter. Paperless and Autopay enrollment can help you save $8.00 annually!
